About Dr. O’Meara
O'Meara joined the Army Infantry in 1967 and served in Vietnam, Panama, West Point, and Iraq, amongst other locations, during his military career. He received his Bachelor of Arts in History from American University, his Juris Doctorate from Fordham University School of Law, his PhD in Global Affairs from Rutgers University, and an MA in International Relations and an MA in History. He served as the Director of the Division of Global Affairs at Rutgers (2016-2018) and as Director of the Center for the Study of Emergent Threats in the 21st Century. O’Meara was a successful trial attorney in New Jersey and headed his own firm for over 20 years. He has been active in professional associations, including but not limited to the International Association of Defense Counsel, International Association of Genocide Scholars, Lawyer’s Alliance for Justice in Ireland, National Council on Public History, Human Rights First, and Consortium for Emerging Technologies, Military Operations and National Security, International Society of Military Ethics, The Consortium for Robotics and Unmanned Systems Education and Research (CRUSER).
As someone who has always loved history and questions of ethics, O’Meara has never been far from the classroom, whether as a student or professor. He has taught undergraduates and graduate students in NJ colleges and universities and in select contexts around the world. His scholarship focuses on international law, ethnic violence and genocide, emerging military technologies and conflict resolution.
